After doing more testing, I decided to go ahead and provide shared hosting for Mastodon instances.
This will be a trial but unless something goes horribly wrong, I believe that I can price it at €5/month for an instance of up to 100 users.
This can greatly diminish the cost of running small instances and remove the technical barrier from everyone who wishes to run their own Mastodon Instance.

So you get home and for some reason your lights don't magically turn on. You figure its because you were fiddling with the home automation you set up on your raspberryPi. So you spend a good 10/15 mns troubleshooting and making sure and then... you get up, and plug the lights back in the wall socket because yesterday you just needed to turn on the vacuum...

I'm tracking largest instances because that's interesting to me, but people say large (tens of thousands of users) instances are not really how this system is meant to work.

So how IS is meant to work, in particular when scaled to Twitter size (320 million)? Is it supposed to be 64000 instances of 5000 users each? Some other shape? Or is the federation just not supposed to ever grow that big?
